Introduction
JATE (Japan Approval Institute for Telecommunications Equipment) certification is a telecommunications equipment compliance certification. This certification is for communication equipment in Japan, ensuring that the equipment complies with the Japanese "Electricity and Communications Act". All wireless products connected to public telephones or telecommunications networks must apply for JATE certification. Simply put, JATE certification is Japan's network access certification.
JATE certification is a mandatory certification for public network telecommunications equipment in Japan. The Japanese Ministry of Public Administration and Home Affairs, Postal and Telecommunications (MPHPT) has stipulated in the Telecommunications Business Law that mandatory certification is required for telecommunications equipment in Japan. The Telecommunications Business Law was established in 1985 and stipulates in Article 68 that MPHPT authorizes qualified agencies to implement qualified recognition of technical conditions.
MPHPT authorizes JATE (Japan Approval Institute for Telecommunications Equipment) as a qualified agency to implement accreditation, so we commonly refer to Japanese telecommunications equipment certification as JATE certification. JATE accreditation requires the product to be affixed with a certification mark, which uses a serial number. The approved products, applicant, product, certification number and other relevant information will be announced in the government gazette and JATE's website.
Generally speaking, telecommunications products entering the Japanese market for sale must meet the testing requirements of the Japanese Telecommunications Act (JATE certification) and Radio Wave Act (TELEC certification).

JATE Certification Basic Information
Mandatory: Compulsory certification
Certificate Validity Period: No Validity Period
Factory inspection requirements: No requirements
Certificate holder requirement: No requirement
Technical information: Voltage frequency AC 100V/200V, 50Hz/60Hz, plug JIS 8303
There are differences between JATE and TELEC certification
The scope of control varies: JATE certification is for communication equipment, while TELEC certification is for wireless equipment;
Different testing contents: JATE certification testing signaling interaction testing, TELEC certification is generally RF testing;
The label characters are different: those with the 'T' character are JATE certified, while those with the 'R' character are TELEC certified, as shown in the figure:

Certification classification
There are two types of JATE certification:
1. Technical Conditions Compliance Certification
Technical compliance certification includes type approval and single machine certification. Technical compliance certification ensures that telephone network equipment, wireless calling equipment, ISDN equipment, leased line equipment, etc. can meet the technical requirements (terminal equipment related regulations) formulated by MPHPT.
2. Technical Requirements Compliance Certification
Technical requirement compliance certification includes type approval and standalone certification. Technical requirement compliance certification ensures that wireless calling equipment, leased line equipment, and other telecommunications equipment meet certain technical requirements, which are formulated by telecommunications operators authorized by MPHPT.
Applicable product scope
Communication equipment in Japan today requires JATE certification, such as telephone network equipment, wireless calling equipment, ISDN equipment, leased line equipment, wireless calling equipment, leased line equipment, and other telecommunications equipment.
Application Process
1. The customer prepares samples and materials and applies to submit them to the testing agency
2. Testing agencies conduct testing
3. The issuing institution reviews the test report and issues a certificate after approval
Application Materials
1. Application Form
2. Schematic diagram
3 PCB layout
4. BOM Table
5. Instruction manual
6. Number Map
7. ISO certificate
8. Other information
Test content
The JATE certification requirements for mobile communication devices include the following protocol testing contents:
1.Basic functions
2.Calling functions
3.Transmission timing
4.Random access control
5.Time alignment control
6.Location registration control
7.Function for complying with channel switching indication
8.Functions for receiving level reports
9.Functions to comply with the direction to stop transmission
10.Function automatically to suspend transmission when the receiving level has be come degraded
11.Function automatically to suspend transmission
12.Function to ensure important communication
Other
JATE certification precautions
1. The product must first obtain QDL/EPL certification;
2. The original documents must be sent to JATE Japan for printing;
3. The number of samples varies depending on the type of product;
4. For ordinary telephone devices, as long as they undergo JATE certification in accordance with the requirements of the Telecommunications Industry Law.
