Introduction

The Wireless Planning&Coordination Wing (WPC) in India is the regulatory body for wireless regulations, and all wireless products must obtain WPC approval before entering the market. There are two types of frequency bands in India: free and currently unavailable. For free and open frequency bands, such devices only need to apply for an ETA (equipment type approval) certificate; And other frequency bands that are not open for free need to apply for a license. Both ETA and license holders must be locally registered companies. Based on CE R&TE or FCC ID (local standards in India), 2G/3G/4G requires mobile operators to apply.

Basic Information of WPC Certification

·Compulsory certification

·No need for factory inspection

·Sample testing is required, or if a CE RF report can be provided, no samples are needed

·No need for local testing

·Need local representatives

·Certification cycle 3-4 weeks

·Certificate is valid for a long time

Specifically, any wireless transmission below 3000 GHz without manual control is considered as "wireless communication" as defined by the WPC. These frequency bands are within the scope of WPC control. That is to say, wireless transmissions with frequencies above 3000 GHz (such as infrared) are not considered "wireless communication". WPC certification does not control these frequency bands. Due to the fact that India has two types of frequency bands: free and unopened, wireless communication products with frequency bands and output power within the controlled range need to apply for an ETA certificate from the WPC. In addition, ETA holders must be locally registered companies. In addition, WPC accepts RF reports from CE reports for WPC certification, without the need to provide samples and tests.

All wireless devices that can operate on approved frequency bands. The following frequency bands are free:

1.2.40 to 2.4835 GHz

2.5.15 to 5.350 GHz

3.5.725 to 5.825 GHz

4.5.825 to 5.875 GHz

5.402 to 405 MHz

6.865 to 867 MHz

7.26.957 – 27.283 MHz

8.335 MHz for remote control of crane

9.20 to 200 KHz.

10.13.56 MHz

11.433 to 434 MHz

WPC certification requirements

Wireless product certification in India can be divided into two modes: ETA (Equipment Type of Approval) certification and License certification, based on the operating frequency band used by the applied equipment. For free and open frequency bands such as 13.56 MHz, 433MHz, 2.4GHz, 5.725-5.825 GHz, ETA certification is required; If the device uses other non free and open frequency bands, such as GSM, WCDMA mobile phones, etc., a license needs to be applied for.

For ETA certification, India recognizes European standards and WPC signs the certificate through an audit report. For License licenses, they need to meet the standard requirements of India.

For ETA applications, the product does not need to be sent to India for testing. The product can submit an approval application to the WPC with an R&TTE report.

Applicable product scope

Equipment with wireless transmission device. This includes mobile (GSM or WCDMA) phones, wireless local area network (WLAN) devices such as Wi Fi devices, Bluetooth devices, Zigbee devices, WiMAX devices, RFID devices, contactless smart card readers, and products that combine some other RF transmitters. In addition, only receivers do not require WPC certificates, such as GPS products.

Application Process

1. The customer submits samples and materials and applies to submit them to NTEK;

2. Submit the CE RED report and related documents to the WPC (if there is no CE RED report, NTEK is responsible for conducting the test and issuing the CE RED test report);

3. After WPC review and approval, an ETA certificate will be issued.

Application materials

1. Product RF test report (provided by the testing laboratory in accordance with EN 300 328 standard);

2. Product Technical Data Sheet;

3. Authorization and agreement from foreign manufacturers.

Certification category

ETA (Equipment Type of Approval) certification: Free and open frequency bands such as 13.56 MHz, 433MHz, 2.4GHz, 5.725-5.825 GHz, etc;

License: Non free frequency bands, such as GSM and WCDMA mobile phones.

For ETA certification, India recognizes European standards and WPC signs the certificate through an audit report. For License licenses, they need to meet the standard requirements of India.

For ETA applications, the product does not need to be sent to India for testing. The product can submit an approval application to the WPC with an R&TTE report.
