Basic Introduction

KUCAS certification is a certification in Kuwait. Kuwait notified the TBT Committee on December 17, 2006 that it intended to implement a new Kuwait Local Conformity Assurance System (KUCAS) to replace the current International Conformity Certification Program (ICCP). Considering the valuable feedback from TBT Committee members regarding the KUCAS guidelines, Kuwait hereby notifies the TBT Committee to extend the deadline for submitting comments and postpone the implementation of KUCAS in accordance with the dates indicated in items 9 and 10 of this notice, in order to have sufficient time to study various opinions and consider revising the guidelines as much as possible based on them.

KUCAS Certification Program

1) All regulated products must comply with Kuwait National Technical Regulations or relevant international standards;

2) Each batch of regulated products exported must be accompanied by an ICCP certificate (CC) for customs clearance.

3) Goods without a CC certificate upon arrival at the port of entry in the importing country may be rejected or require sampling testing. If it does not meet the requirements of the importing country, it will be ordered to return to the port of shipment, causing unnecessary delays and losses to the exporter or manufacturer.

The ICCP program provides three ways for exporters or manufacturers to obtain CC certificates, and customers can choose the most suitable method based on the nature of their products, the degree of compliance with standards, and the frequency of shipments. The CC certificate is issued by PAI Country Office (PCO) authorized by Kuwait.

If it complies with the ICCP certification program, there are three forms:

1) Pre shipment inspection (PSI) and pre shipment testing (PST).

Application for customs clearance and inspection fee: If the FOB amount is less than or equal to USD 200000: fee=0.45% x FOB amount (minimum: CHY 1750), if the FOB amount is between USD 200000 and USD 1 million: fee=USD 900+(FOB-200000 USD) 0.3%, if the FOB amount exceeds USD 1 million

KUCAS certification requirements

1. Rated voltage: The rated voltage of 240V can be labeled as 220V-240V, 230V, 230V-240V, and 240V. Electrical products with a rated voltage of 220V are not allowed to enter Kuwait

2. Frequency: 50Hz

3. The plug charger needs to comply with BS1363-1, BS1363-2 or BS546 standards. The plug for electrical wiring must comply with the above standards.

4. There is no requirement for ambient temperature except for the water cooler

5. The rated voltage of incandescent lamps must be 240V
