Basic Introduction

Iran's Certificate of Inspection (COI) for export certification, which stands for conformity verification in Chinese, is a mandatory inspection required by Iran's import laws. When the exported products are within the scope of the COI (certificate of inspection) list, the importer must conduct inspection and issue a certificate in accordance with the Iranian national standard ISIRI during customs clearance. To obtain certification for exporting to Iran, it is necessary to obtain relevant certification through an authorized third-party organization.

Most industrial products, equipment, and machinery imported into Iran are required to follow the mandatory certification procedures established by ISIRI (Iranian Institute of Standards and Industry Research). Iran's import regulations are complex and require a large amount of documentation support. The products mentioned in this list can only obtain a Certificate of Conformity (CoC) issued by ISIRI based on "conformity verification" provided by inspection companies recognized by the Iranian government; The certificate of conformity issued by ISIRI is a necessary document for customs clearance of imported goods. As an importer, it is necessary to confirm with the competent authorities of the Iranian government whether the imported products must comply with mandatory certification procedures and provide the relevant documents required for certification.

Iran VOC certification (Verification of Conformity) refers to the mandatory conformity assessment procedure in Iran. The Iranian Institute of Standards and Industries (ISIRI) is authorized by the Iranian government through a ministerial order to manage the quality of goods imported into Iran, in order to protect public safety, health, and the environment, avoid low-quality products impacting related industries, and issue clearance certificates for Iranian customs based on the results of spot checks.

Requirements for Product Inspection

Before the goods are ready for production and packaging for shipment, an inspection date should be scheduled with the inspection agency three working days in advance. For goods that require the issuance of VOC certificates, inspection and testing must be arranged at the production plant.

The inspection of goods mainly includes the following aspects:

1) Model, specifications and parameters;   

2) Appearance quality;    

3) Testing of physical and chemical properties, mechanical properties, electrical properties, and other indicators (witness testing or sampling for inspection);    

4) Quantity;    

5) Packaging;    

6) Marks and markings (including origin markings, etc.);    

7) Brand;   

8) Other: such as whether there are any goods or prohibited items that do not comply with the laws, regulations, and religious customs of the importing country;   

9) For full container shipments, container loading supervision should be carried out.

VOC certification application process

1. Importers apply to local certification agencies

2. The Iranian VOC certification agency will provide feedback on the application information to their branch offices in the exporting country

3. The export country branch directly contacts the exporter for inspection matters

4. During the inspection, the issuing agency conducts sampling testing

5. If there are no issues with the inspection and the product testing is also qualified, a VOC certificate will be issued

6. If there are any issues with the inspection or if the product testing fails, a certificate of non conformance will be issued
