
Introduction
GCC stands for Gulf Cooperation Council in English. The Gulf Cooperation Council was established on May 25, 1981 in Abu Dhabi, United Arab Emirates. Its member countries are Saudi Arabia, Kuwait, United Arab Emirates, Qatar, Sultanate of Oman, Kingdom of Bahrain, and Yemen. The General Secretariat is located in Riyadh, the capital of Saudi Arabia. The highest authority is the Supreme Council, composed of the heads of state of member countries, and the chairman is rotated among the heads of state for a term of one year. The six countries have similar political and economic systems, with close royal connections and common interests in politics, economy, diplomacy, defense, and other aspects. They are an important political and economic organization in the Middle East region.
The total area of GCC member countries is 2.67 million square kilometers, with a population of approximately 34 million. In 2003, the total gross domestic product was about 380 billion US dollars, and the main resources are oil and natural gas. It is an important regional organization in the Middle East region. The six GCC countries are located at the transportation hub of the eastern and western hemispheres and have a very important strategic geographical position. It borders Iraq and Jordan to the north, Yemen and the Arabian Sea to the south, the Arabian Gulf to the east, and the Red Sea to the west. The vast majority of the area is desert, with a tropical desert climate.
Foreign trade plays a very important role in the national economy of the six GCC countries. Due to their single economic structure, most of their daily life and production needs rely on imports, except for petroleum and petrochemical products. The total annual import and export trade is about 240 billion US dollars, with the main exporting countries being the United States, Japan, the European Union, South Korea, Southeast Asia, and other countries, and the main importing countries being the European Union, the United States, Japan, and Southeast Asia.
GCC identification represents

GCC conformity mark indicates
1) The product enterprise meets the requirements of GCC regulations.
2) Products labeled meet the requirements of GCC regulations.
3) The product should not only meet the requirements of safety, public health, and consumer protection, but also comply with the requirements of GSO regulations.
4) The legal entity or enterprise is responsible for the products labeled with GCC Conformity Marking and promises that the products comply with all applicable GSO regulatory requirements and have passed the conformity assessment process.
5) In order to have multiple applicable GCC technical regulations, GCC Conformity Marking indicates that the product complies with all applicable regulations. These regulations should be reflected on product labels and nameplates accordingly.
6) Except for exempted products due to special economic reasons or administrative measures, all regulated products must be labeled with the GCC Information Marking before entering the GCC market. The exempted products only apply to products that are harmless to health, safety, and related operability, and these exempted products must be notified to all Gulf member states by GSO.
7) The pattern of GCC Conformity Marking should not be too large or too small, and should be related to technical regulations.
8) If the relevant regulations stipulate the size of GCC Conformity Marking, it is required that the height of the marking be greater than 5mm.
9) The GCC Conformity Marking should appear in appropriate locations based on the nature of the product, such as fixed or printed on the product label, or printed on the product packaging or closed documents as required by regulations.
10) GCC Conformity Marking requires clarity, readability, and resistance to wear and tear.
11) The GCC Conformity Marking logo is produced and pasted during the finished product stage.
12) The GCC Conformity Marking logo must include the identity code of the notified body
13) It is not allowed to use other deceptive marks that are identical or similar to the GCC Conformity Marking mark.
14) The GCC Conformity Marking logo can be used in conjunction with other national or international standards
Simultaneously appearing, as long as these identifiers do not confuse GCCConforming Marking and do not limit or damage the readability of GCCConforming Marking.
15) The GCC Information Marking logo can be made and affixed by the manufacturer, agency, or the responsible person for GCC marketing of the product.
16) Manufacturers or their agents in GCC member organizations need to issue a statement stating that the enterprise complies with the relevant regulatory requirements for formal inspection and quality control systems before producing and pasting the GCCConformity Marking logo.
17) Declare and guarantee that the product meets the basic requirements and conditions stipulated in GCC technical regulations. Or declare that the product is consistent with the samples tested by the notified body.
18) Unless otherwise specified by GCC regulations, all declaration documents must be kept for at least 10 years.
19) The declaration and label should at least include the following content:
A. Manufacturer name or agency name in GCC country;
B. Product identity features, such as product name, model, model code, serial number, and similar data.
C. The standards, regulations, and technical policies adopted in product design and production;
D. Product grade or category (electrical appliances);
E. The person responsible for the product and their signature (manufacturer or legal agent of GCC member country);
F. Declaration file - This file states the responsibility of the manufacturer or legal agent;
G. The identity of the signatory of the manufacturer or agency;
20) The declaration file can contain other information, such as the name and address of the inspection and testing agency, and the name and address of the personnel responsible for the product.
To prevent a product from having multiple applicable GCC technical regulations, manufacturers may issue a statement that includes all GCC technical regulations that the product meets.
22) The declaration document can be provided to the market research and control agencies of GCC member countries at any time.
GCC Certificate
According to the form of extension, the newly added standards need to be retested and submitted to GSO together with the GCC certificate. GSO reserves the right to view other test reports and raw data of this vehicle model. All experimental data must come from the company's own laboratory or from an independent laboratory accredited by GSO.
1) For vehicle models that have already been certified and granted GCC certificates, the manufacturing enterprise must resubmit the original copy of the new GCC certificate of conformity and the test reports and original data of the newly added testing items to the GSO head office.
2) For newly certified vehicle manufacturers, they must submit a certificate of conformity that meets the requirements of GCC certification to GSO, and submit a test report that meets the requirements of GSO. Before the first shipment each year, the manufacturer shall submit a certificate of conformity in English/Arabic to GSO, proving that the model meets the requirements of the Gulf Vehicle Standard.
3) Manufacturers of semi-finished vehicles (such as chassis) must submit a certificate of conformity written in English/Arabic to GSO in advance before shipping the first batch of any type of goods each year, and at least submit a certificate of conformity written in English/Arabic to the standardization and metrology organizations of GCC countries in advance, proving that such vehicles have been completed in accordance with the guidelines of the semi-finished vehicle manufacturer and still meet the requirements of relevant vehicle Gulf standards.
Certification Procedure
1. Complete the GCC certification consultation form and submit an application to the consulting company;
2. Enterprises shall conduct testing on motor vehicles and tire products in GCC accredited laboratories in accordance with the methods and requirements of relevant Gulf standards;
3. Consulting companies assist enterprises in preparing technical and certification documents that need to be submitted to GSO based on testing data;
4. GSO will review the documents submitted by the enterprise. If the review is qualified, GSO will issue a GCC certification certificate to the enterprise. If the review is not qualified, GSO will notify the enterprise that the application has not been approved and inform them of the reasons;
After the expiration of the GCC certification certificate, it is necessary to create a new application for extension and apply for a new GCC certificate.
