Introduction

The full name of Hong Kong OFTA is "the Office of the Telecommunications Authority", which is the Hong Kong Telecommunications Authority. OFTA certification is the abbreviation for the certification of communication products in Hong Kong by the Hong Kong Telecommunications Authority.

The purpose of OFTA certification is to ensure the safety of products used in Hong Kong and prevent telecommunications products from interfering with public networks. Telecommunications equipment that has been tested and meets relevant technical specifications and has been certified by the Telecommunications Authority can only be used in Hong Kong.

Certification classification

According to the Hong Kong Telecommunications Equipment Certification and Verification Scheme, telecommunications equipment verification requirements are classified into Voluntary Verification Scheme (VCS) and Mandatory Verification Scheme (CCS). Under the voluntary verification program, applying for verification of telecommunications equipment is voluntary in nature. Even if such devices have not been verified to comply with relevant technical specifications, they can still be sold or used in Hong Kong. However, manufacturers, suppliers, and distributors must ensure that their telecommunications equipment meets relevant technical specifications even if they have not applied for verification. Public telecommunications network operators may refuse to allow indoor devices that do not meet specified specifications to connect to their networks. In addition, anyone who uses or sells wireless communication equipment that does not comply with the relevant HKTA specifications, which violates the Telecommunications Ordinance (Chapter 106), will be prosecuted.

Under the mandatory verification plan, applying for verification for telecommunications equipment is mandatory. Before using or selling telecommunications equipment in Hong Kong, it must be verified to comply with one of the following specifications:

(1) Relevant HKCA specifications;

(2) Technical standards prescribed or recognized by the Director General of the Communications Authority, if there are no relevant HKCA specifications;

(3) Equivalent to the specifications of (1) or (2) mentioned above.

Application Process

The OFTA certification process is divided into document authentication and equipment authentication

Document authentication:

(1) Review the submitted technical specifications or user manuals to verify whether the telecommunications equipment is likely to pass the corresponding equipment certification;

(2) Review the type verification certificates issued by other authorities and related test reports submitted to verify whether the equipment needs to be identified;

(3) Review the test report submitted by the accredited testing agent to verify whether the equipment needs to be appraised.

Equipment appraisal:

(1) Test telecommunications equipment samples according to relevant HKTA specifications by the certification body;

(2) According to the approved testing agent, conduct testing on samples of telecommunications equipment in accordance with relevant HKTA specifications or equivalent specifications;

(3) According to the equivalent specifications approved by other authorities for telecommunications equipment based on HKTA specifications, along with relevant test reports.
