
In 1994, the European Union issued the Packaging and Packaging Waste Directive (94/62/EC), which aims to:
1. Ensure that the packaging is suitable for collection, reuse, and recycling, promoting energy recovery; two Minimize the toxicity, danger, and environmental impact of packaging materials as much as possible; 3. Minimize the weight and volume of packaging waste
Packaging materials can be divided into three levels.
First level packaging refers to the packaging that arrives in the hands of consumers together with the product;
Secondary packaging, also known as whole box or unit packaging, does not affect product characteristics after removing packaging materials;
Third level packaging refers to transportation packaging that protects products during transportation.
At the same time, the Northeast State Governors Association in the United States has also enacted a similar Model Toxic in Packaging Legislation, which underwent significant revisions in 2021. Currently, over half of the states in the United States have accepted and implemented this regulation.
