1) What is MSDS?

MSDS stands for Material Safety Data Sheet, and is often translated as Chemical Safety Data Sheet. It is a comprehensive legal document on the characteristics of chemicals provided by chemical production, trade, and sales enterprises to downstream customers and the public in accordance with legal requirements. It provides sixteen contents including the physical and chemical parameters, explosive performance, health hazards, safe use and storage, leakage disposal, emergency measures, and relevant laws and regulations of chemicals. MSDS can be compiled by the manufacturer according to relevant rules. But in order to ensure the accuracy and compliance of MSDS, and to avoid the risk of accidents during the production, circulation, use, and storage of chemicals.

2) What is the difference between MSDS and SDS?

MSDS and SDS are just two different abbreviations for MSDS in different standards, and their roles in the supply chain are completely consistent. The differences in content mainly depend on the hazard classification and format editing standards used. Before 2008, China's MSDS editing standard was GB/T16483-2000 (now obsolete), which was called CSDS. In the revised standard GB/T 16483-2008 "Content and Order of Items of Chemical Safety Technical Data Sheets" in 2008, it was unified with the International Organization for Standardization and abbreviated as SDS. But in the workplace, Chinese companies still habitually refer to it as MSDS. The Compliance Chemistry Network is mainly positioned to improve the management level of the domestic chemical industry. Therefore, according to the habits of Chinese enterprises, the term MSDS has been adopted.

The European Union and the International Organization for Standardization (ISO) both use the term SDS, but in many countries in the United States, Canada, Australia, and Asia, SDS is also known as MSDS (Material Safety Data Sheet).

3) MSDS application areas

SDS is one of the main ways of transmitting material information in the chemical supply chain, which basically involves the entire lifecycle of chemicals, including hazard information and safety protection recommendations. Provided necessary measures for human health and environmental safety protection for personnel exposed to chemicals, as well as valuable comprehensive advice for personnel involved in different stages. At present, SDS has become an important means for many advanced chemical enterprises to carry out chemical safety management, and it is also a clear corporate responsibility and government regulatory focus proposed in the new "Regulations on the Safety Management of Hazardous Chemicals" (Order 591) of the State Council.

4) Who needs to create an SDS report?

The new "Regulations on the Safety Management of Hazardous Chemicals" (Order 591) issued by the State Council legally stipulate the entities that are required to use chemical safety technical specifications and chemical safety labels, as follows.

Article 15: Hazardous chemical production enterprises shall provide chemical safety technical specifications that are consistent with the hazardous chemicals they produce, and affix or hang full labels that match the hazardous chemicals inside the packaging (including external packaging). The contents stated in the chemical safety technical specifications and chemical safety labels shall comply with the requirements of national standards.

If a hazardous chemical production enterprise discovers that the hazardous chemicals it produces have new hazardous characteristics, it shall immediately announce and revise its chemical safety technical specifications and chemical safety labels in a timely manner.

5) Which substances require SDS writing?

a) According to relevant regulations, substances classified as dangerous goods or mixtures containing dangerous goods;

b) Substances or mixtures that are not classified as dangerous goods but contain a certain proportion of substances of high concern (SVHC *) or other hazardous components;

c) Substances classified as persistent, bioaccumulative, toxic (PBT) or highly persistent, highly bioaccumulative (vPvB) according to corresponding standards;

d) When the product does not meet the above conditions, but the competent authority or importer requires it to be provided, or when the industry has stricter requirements for product substance classification labels, the enterprise also needs to transmit SDS in its supply chain.

6) Does the MSDS report have an expiration date?

MSDS/SDS does not have a clear expiration date. But MSDS/SDS is not static. If the following situations occur, the content of MSDS/SDS must be updated in a timely manner:

1. Changes in substances/components/ratios in the products targeted by MSDS;

2. The regulatory basis and requirements for MSDS development have changed;

3. New hazardous characteristics have been discovered in the products targeted by MSDS;

4. MSDS provides new data or understanding on the toxicological/ecological information of substances.
