Introduction

CARB stands for California Air Resources Board. On April 27, 2007, CARB held a public hearing based on the investigation and approved the Airborne Toxic Control Measure (ATCM) to reduce formaldehyde emissions from wood products.

The California Air Resources Board (CARB) has approved the development of the Airborne Toxic Control Measure (ATCM) to strictly limit the amount of formaldehyde released from artificial boards and their products. The ATCM is required to use the most favorable control technology or more effective control methods to ensure people's health, and to implement strict formaldehyde release standards in the artificial board and its products industry. This standard officially came into effect on January 1, 2009.


Involved in product scope

Composite wood products sold, supplied, used, and manufactured in California, as well as finished products containing composite wood products.

The CARB certification service targets include the following:

Manufacturer: Any person who manufactures or produces composite wood products. (Both: manufacturing, sales, supply and marketing, or supply)

Importer: A person or entity that sells or resells composite wood products or their finished products produced outside the United States in California.

Processor: refers to any person who uses composite wood products to manufacture finished products; Including manufacturers of laminated products.

Distributor: Any person to whom composite wood products or finished products are sold or supplied for resale or commercial distribution purposes, but manufacturers and retailers are not distributors.

Retailer: An individual or entity that directly sells, supplies, or supplies composite wood products or finished products containing composite wood products to consumers.

Excluding EXEMPIONS: (1) Composite wood products sold, offered, supplied, used, and manufactured for sale outside of California, as well as finished products containing composite wood products. (2) Comply with the requirements of 24CFR 3280.308 for hardwood plywood (HWPW) and particleboard (PB) used in mobile homes, which are 0.2ppm and 0.3ppm, respectively.

Contact a third-party certification body (TPC);

Evaluate factory quality control;

Develop formaldehyde emission testing and evaluation in the factory;

Discuss with resin suppliers on how to meet CARB release standards;

Factory audits are conducted by third-party certification bodies (TPC) accredited by CARB.

Test requirements

CARB P1 Stage Formaldehyde Release Requirements (2009-2010)

Hard plywood ≤ 0.08ppm

Particle board ≤ 0.18ppm

Medium density fiberboard ≤ 0.21ppm

CARB P2 stage formaldehyde release requirements (implemented since 2011)

Hard plywood ≤ 0.05ppm

Particle board ≤ 0.09ppm

Medium density fiberboard ≤ 0.11ppm


CARB certification for air purifiers

Amazon recently proposed CARB certification requirements for air purifier products in the United States. This certification is mainly for products sold to the California region, as purifiers usually have formaldehyde killing functions. Indoor air purifiers entering the California market must pass CARB certification from the California Air Resources Board (ARB).

According to the requirements of this regulation, all air purification devices listed or sold in California must first pass the test and certification, including air purifiers sold through the Internet. Any individual or enterprise wishing to manufacture, sell, supply, sell or introduce any indoor air purification device into the California market for use or intended for use in a space must ensure that the device is certified by the California Air Resources Board (ARB) and produces ozone emissions concentrations not exceeding 0.050 parts per million (ppm). Air purifiers certified by CARB must be labeled with "Meets California ozone emissions limits. CARB certified." on the product label
