Introduction

The CB system (IEC system for qualification testing and certification of electrical products) is an international system operated by IECEE. Certification bodies in IECEE member countries test the safety performance of electrical products based on IEC standards, and the test results, including CB test reports and CB test certificates, are mutually recognized in IECEE member countries. The purpose is to reduce international trade barriers caused by the need to meet certification or approval criteria from different countries. IECEE is the abbreviation for the International Electrotechnical Commission's organization for the qualification testing and certification of electrical products.

CB member countries

The CB system provides manufacturers with a convenient way to obtain multi country safety certifications for their products, allowing them to enter over 60 countries, and this number will continue to grow, including

CB Report

CB report is a standardized report that lists the requirements of relevant IEC standards in a itemized manner. The report should reflect all testing, validation, inspection, and evaluation results required by the standard, which should be clear and unambiguous. The report includes photos, national differences, clause judgments, and product descriptions. According to the rules of the CB system, CB test certificates are only valid when provided together with CB test reports, and CB is unmarked.

Application Process

Regarding the application for CB testing certificate, the following points should be noted:

a. The application for CB test certificate can be submitted by the applicant to any "issuing/approving" NCB that covers the scope of the product;

b. The applicant can be either a manufacturer or an authorized entity representing the manufacturer;

c. The application may include one or more factories producing products in one or more countries.

d. Applicants/manufacturers/factories located in countries without IECEE member organizations are required to pay an additional fee of 150 Swiss francs for each CB testing certificate to compensate for the operating costs of the system. This fee is collected by the NCB that accepts CB testing and will be deposited into IECEE's account.

e. Applicants can request NCB to test products based on national differences in the countries to which they are sold.

2. Manufacturers need to obtain product certification for their target market, which includes the following procedures:

a. Submit an application to the NCB of the target country;

b. CB test certificate;

c. CB test report (which may include national differences);

d. When requested by the NCB of the target market, provide product samples to them;

The purpose of requesting samples is to confirm that the product is consistent with the original NCB tested product and has covered national differences.

3. National differences

National differences refer to the differences between a country's standards or regulations and corresponding international standards. All national differences of countries that have joined the CB system are submitted to the IECEE Secretariat and published in the CB Bulletin.
