Certification background

The Traffic Management Bureau of the Ministry of Public Security announced that starting from June 1, 2020, the "One Helmet, One Belt" protection action will be launched nationwide. From June 1, riding motorcycles and electric bicycles without wearing safety helmets and driving without using seat belts will be strictly inspected. Proper wearing of helmets and seat belts can reduce the risk of death in traffic accidents by 60% to 70%. For non motorized vehicle riders, helmets are equivalent to the seat belts worn by motor vehicle drivers and are the last line of defense when encountering danger. The helmets of electric bicycles and motorcycles require mandatory product certification, namely CCC certification.

Definition of helmet

Helmet: A device used to reduce head injuries to motorcycle riders in accidents.

Scope of application: Suitable for helmets worn by motorcycle passengers, electric bicycles (including drivers and passengers).

Attention: Sports helmets without goggles only require a test report and are not within the scope of mandatory CCC certification.

Cost and cycle of helmet CCC certification

The helmet CCC certification application fee is 500 yuan, registration fee is 800 yuan, testing fee is 8000 yuan, in addition to factory inspection fee and testing agency service fee.

The application period is 4-6 weeks, with an urgent period of 2 weeks.

1. Qualification documents: business license, industrial and commercial registration certificate, trademark registration certificate, etc;

2. Overview of Production Enterprises: Factory Inspection Survey Form, Introduction to Production Enterprises and Production Situation, Compilation Instructions for Motorcycle Passenger Helmet Models/Specifications, etc;

3. Certification unit information: Certification authorization letter, "Motorcycle Passenger Helmet Product Description", product user manual, test report, and/or related statements.
