Introduction

The product quality regulatory authority in the United Arab Emirates is ESMA (UAE Bureau of Standards and Metrology), which has developed a "UAE Product Certification Scheme" to ensure that products comply with international standards and have independent guarantees of quality and safety. According to the previous announcement issued by the UAE ESMA, products (including electronic and electrical products) within the scope of ECAS registration and certification should be marked with the ECAS logo and NB number.

Certification significance

The ECAS certification program ensures that products entering the UAE meet approved standards, not only in terms of product quality but also in terms of safety. All products related to public life, health and safety, as well as products that affect the environment and the UAE economy, are included in this plan. In addition, ECAS will also include locally produced products in the plan to ensure their quality and make them competitive in the global market.

Applicable product scope

The scope of the ECAS program includes multiple industries such as electrical, electronic, and gas appliances, machinery, automotive, building and construction, cosmetics, and food. For example, in the field of electrical/electronic products, energy efficiency standard labels (EESL), hazardous substance restrictions (RoHS), electrical equipment in potentially explosive environments (ECASEx), lighting products, and low-voltage equipment (LVE) are included.

ECAS certification not only includes safety, but also covers aspects that may be covered such as safety testing, performance testing, functional inspection, and hazardous substance detection of electronic appliances (but does not include wireless testing, which is subject to TRA certification control). Generally speaking, ordinary electrical products only require safety testing, but air conditioners, refrigerators, washing machines, and lighting fixtures are also subject to EESL energy efficiency control and require energy efficiency testing. Lighting fixtures are relatively special and have four testing requirements. So, if controlled lighting fixtures are exported to the United Arab Emirates, they must simultaneously complete the reports of four testing standards, apply for COC certificates covering all four standards, complete EESL registration, and attach energy efficiency labels before they can smoothly clear customs and enter the UAE market.

Starting from May 1st, 2019, all ITE information products and AV audio and video products entering the UAE must apply for mandatory ECAS certification.

Application Materials

1. Valid UAE industrial/trade business license (local company name, address, contact information)

2. CB test report (if applicable, the product must also meet tropical climate conditions)

3. PID - Product Identity Declaration (only required for multiple application models)

4. Include product labels and appearance photos of the country of origin

5. Arabic and English user manuals

6. For household appliances such as air conditioners, refrigerators, washing machines, dishwashers, etc., energy efficiency performance reports are also required to apply for EESL

7. For electronic products, the plug part must comply with ESMA requirements such as BS 1363 or BS 546.

Precautions

·ESMA and port customs authorities will take appropriate action against goods without an ECAS registration certificate.

·Only goods with a valid ECAS registration certificate and a valid ECAS conformity mark can enter the United Arab Emirates.

·ESMA reserves the right to conduct market spot checks, and regularly conducts sampling tests in retail stores or manufacturers' warehouses. The test results will serve as the basis for the renewal or cancellation of product registration certificates.

·ESMA also reserves the right to conduct factory inspections at any time to ensure that products fully comply with requirements.

·The ECAS registration certificate is valid for one year. The registration certificate needs to be renewed one month before it expires.
