Introduction

The Independent Communications Authority of South Africa (ICASA) is the regulatory body for broadcasting, communication, and postal services in South Africa. All wireless products must obtain ICASA certification before entering the South African market. For wireless communication equipment exported to the South African market, it is necessary to apply for model certification from the Independent Communications Authority of South Africa (ICASA) and obtain approval before it can be sold. This is also equivalent to applying for South African ICASA certification for domestic network model approval. It should be noted that ICASA certification can only be issued to local registered companies or representative organizations in South Africa. Therefore, it is best for domestic manufacturers to apply for ICASA through local importers, but testing can be completed domestically.32.png

Applicable product scope

ICASA certification sets requirements for product technology and functionality, as well as equipment safety and electromagnetic compatibility, mainly applicable to the following products:

Large scale telecommunications systems;

Telecommunications network equipment;

Wireless paging equipment;

Digital Enhanced Wireless Telecommunications (DECT) equipment;

Telecommunications systems (GSM and DCS);

Land voice broadcasting service signal transmitter;

Commercial amateur wireless devices;

Cellular mobile phones and portable wireless devices;

ADSL transceiver;

ISDN;

Wireless devices and services for navigation;

Point to point digital fixed wireless system;

Cordless telephone equipment.


Application Process

1. Prepare the documents to be submitted, including the application form, declaration of conformity, and clearance letter (LOA)

2. Contact the local office in South Africa;

3. Submit a license application form to ICASA;

4. Delivery of certification fees;

5. Obtain type certification certificate.


Authentication Phase

The type approval and liensing process consists of the following three phases:

1 Testing of the performance in accordance with the applicable technical standards?? The performance of the test must comply with applicable technical standards

2 Testing of electromagnetic compatibility (EMC) - both emission and immunity measurements?? EMC Testing - EMI and EMS

3. Testing of Safety

Provisonal Type Approcal- Use of Equipment for Trial, Demonstration or research purpose on non-commercial basis

Prerequisite for type approval - the use of testing equipment for non-commercial demonstration or research purposes.


application materials

The following information and documents must be submitted together with the application form for type approval:

1. 2 color photos of the product (photocopies are not accepted)

2. The functional description of the device should at least be in the form of a block diagram

3. Operation guide or user manual

4. RF+Security+EMC Report: available in PDF format or copy format such as text or CD;

5. Approved and stamped by the testing agency, the circuit diagram should highlight all revised terms.


Other

1. The English test reports (RF, EMC, and safety) issued by qualified laboratories must be submitted in PDF format or burned onto a CD. ICASA does not accept original reports. Its testing requirements for wireless products such as mobile phones are basically consistent with CE certification.

2. Regarding application and fees

The application form needs to be filled out completely and signed. When submitting the application form, a remittance receipt for the application fee must be attached at the same time.

3. Technical documents that need to be prepared for submission

User manual, circuit schematic PCB Layout, Component location diagram, block diagram, technical manual, equipment photos, etc.

4. The model approval certificate is only issued to local registered companies or institutions in South Africa, therefore, additional information such as company registration number, address, telephone number, etc. is required.

5. The approval of the mobile phone model requires not only all relevant reports, but also the importer to provide a "Proof of Origin" and a statement (in the format of the applicant's company letterhead) stating that this batch of phones is not stolen goods

6. A certificate is only allowed to record up to 4 models, and it is not allowed to use * * or xy instead of other letters or numbers

7. The ICASA label is affixed to the packaging box. When purchasing finished product labels from certification agencies or when customers choose to print them themselves, they need to obtain certification before presenting the customer's declaration to ICASA for approval. Generally handled by the importing business itself.
