Introduction
To ensure the safe use of electrical appliances by the public, Argentina requires that electrical products sold on the market must meet corresponding regulatory requirements. On February 16, 1998, Argentina issued a resolution to establish a mandatory certification system to ensure that electrical products sold in the Argentine market meet minimum safety requirements. The implementation of this system is divided into three stages:
Phase One
The Certificate of Conformity certification at this stage is similar to the CE certification in Europe. All electrical products entering the Argentine market must have a conformity certificate, commonly known as the CE certificate.
Phase Two
Type Approval products must undergo testing at IRAM's accredited laboratory and obtain a type approval certificate issued by them. Type approval only requires safety testing and does not require factory inspection, but no safety certification marks can be used on the product.
Phase Three
Product Certification: At this stage, all products sold in the Argentine market must obtain the national certification mark. Certified products can use the "S" logo. The certification in Argentina is transitioning to the third stage, which is the product certification phase, and type approval certificates can still be accepted in Argentina. But in 2001-2002, the product will gradually complete the transition to the certification stage.
safety requirements
Agreement 197/2004 stipulates mandatory S-Mark certification for electronic and electrical products, toys, personal protective equipment, elevators, lighters, children's bicycles, and steel equipment used in construction with input voltages ranging from AC 50-1000 VAC or DC 50-1500 VDC. The agreement requires that the product must comply with IRAM or IEC standards. The IRAM standard is mainly based on international standards (IEC and ISO). Manufacturers can attach the Argentine S mark to products that meet the standards, and product evaluation is carried out based on IEC standards plus Argentine differences or Argentine standards. In fact, the development of IRAM standards has adopted most of the provisions of IEC standards.
Resolution 92/98 was implemented in several stages, gradually setting mandatory safety requirements for different types of products starting from December 1, 2003.
certification process
1. The manufacturer's relevant laboratory (hereinafter referred to as the laboratory) submits a preliminary application orally or in writing.
2. The applicant fills out the application form and sends it along with the product manual and technical documents to the laboratory. The applicant also requests the company to provide a prototype.
3. The laboratory determines the inspection standards and inspection items and provides a quotation.
4. The applicant confirms the quotation and sends the samples and relevant technical documents to the laboratory.
5. The applicant shall provide technical documents.
6. The laboratory issues a fee notice to the applicant, and the applicant is required to pay the certification fee according to the fee notice.
7. Conduct product testing and review technical documents in the laboratory.
8. Technical document review includes:
1) Is the document complete
2) Is the document written in the official language (English, German, or French).
If the technical documents are incomplete or the specified language is not used, the laboratory will notify the applicant to make improvements.
If the test fails, the laboratory will promptly notify the applicant and allow them to make improvements to the product. So, the designated test is qualified. The applicant should make timely changes to the information in the original application to reflect the actual situation after the changes.
11. The laboratory provides test reports or technical documents and IRAM certification to the applicant
