
Introduction to CE Conformity Declaration
What is CE conformity declaration?
CE certification is the passport for products to enter the EU market, and electronic and electrical products must obtain CE certification certificates and affix CE certification marks on the products. There are three types of CE certification modes.
(1) The Declaration of Conformity/Declaration of Compliance issued independently by the enterprise is a self declaration and should not be issued by third-party organizations (intermediaries or testing and certification agencies). Therefore, the EU format of the enterprise's Declaration of Conformity can be used as a substitute.
(2) Certificate of Compliance/Certificate of Compliance "is a compliance statement issued by a third-party organization (intermediary or testing certification agency), which must be accompanied by technical data such as test reports TCF. At the same time, the enterprise must also sign the" Declaration of Compliance ".
(3) EC Attestation of Conformity "is a certificate issued by the EU notified body (NB). According to EU regulations, only NB is eligible to issue EC Type CE declarations.

The EU/Declaration of Conformity - A declaration of conformity is a written declaration made by the manufacturer to demonstrate that the product bears the CE mark and meets the requirements of the EU. The declaration shall apply to all Community Acts applicable to the product, including all information necessary to determine the Community Coordinating Legislation relevant to the declaration. This statement must cover one or more manufactured products, clearly identified by product name, product code, or other explicit means. If the manufacturer is located outside the European Union, it must be retained by the manufacturer or its authorized representative in Europe.
Declaration of Basic Requirements
1. Display dates that comply with the new electromagnetic compatibility and low voltage directives;
2. Display compliance with both the new EN and BS standards;
3. Include the name of the manufacturer;
4. Including products, trademarks or models;
5. Including the binding signature and seal of the authorized representative of the European Union;
6. The six sided images of the product and packaging display mandatory markings.
What products require CE conformity declaration
All products required to bear the CE safety certification mark must comply with the standard declaration. In the EU market, the CE safety certification mark is a mandatory certification mark. Whether it is products produced by EU companies or products produced in other countries, in order to freely circulate in the EU market, the "CE" mark must be affixed. For e-commerce sellers, it is mandatory to attach this mark to electronic products, toys, sunglasses, and mechanical fitness equipment.
Application Process
1. Identify applicable product directives and integrated standards;
2. Identify the special requirements for the product in each instruction;
3. Determine whether it is necessary to submit the product to an EU designated agency for qualification assessment;
4. Test the product and confirm its qualification;
5. Edit technical documents, paying attention to the different requirements of each instruction for the technical documents.
When is a compliance statement required
Legally speaking, DoC needs to be completed during the first sale of the product. In practice, DoC is mainly used when customs enter EC land. In addition, the authorities (market supervision) will
Manufacturers and importers issue opinions to produce DoC in case of accidents or interference issues. If you produce OEM products, DoC may encourage your customers to accept your products.
Precautions
CE certification can be used for most products through self declaration, in which case the manufacturer or its authorized representative in the European Union must sign a "Self Declaration of Conformity". The content of the conformity statement varies according to different directives. It should be noted that a declaration of conformity must be prepared in accordance with the instructions. If a product has two applicable instructions, two separate declarations of conformity should be prepared and signed.
Many companies mistakenly believe that obtaining a CE certificate from a testing or certification agency allows them to use the CE mark, which is a misunderstanding. Since it is a self declaration, the enterprise itself is responsible for using the CE mark, and the CE certificate issued by a third-party organization is only indirect proof. However, if the CE certificate is issued by an EU designated body, there is no need to issue a self declaration.
Merely signing a declaration of conformity is not enough. The manufacturer must also submit the Technical Construction File (TCF), which includes inspection reports, product technical specifications, circuit diagrams, and other technical documents or files, to prove that the product technically complies with the directive requirements. It is also important to prepare a technical file that meets the requirements. The fee charged by the EU designated agency for preparing TCF for customers is the same as the fee for issuing certificates (excluding testing fees).
After the manufacturer signs the conformity declaration and attaches the TCF that meets the requirements, the manufacturer can use the CE mark on the product. At present, many CE certificates are not recognized by European customers or regulatory agencies, mainly due to a lack of understanding of the CE marking system.
