Introduction

Customs Union CU-TR Certification, also known as Custom * * TR Certificate, is a mutual recognition system certification launched by EAEU, which enables the processing of a certificate for multiple countries. The Customs Union TR certificate is also called EAC certification because its logo is EAC. CU-TR certification indicates that the product complies with relevant national regulations and standards for customs clearance and transactions.

The Eurasian Economic Union will be officially launched on January 1, 2015, with member countries including Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia. The Customs Union will be replaced by the Eurasian Economic Union. Customs Union certification is also known as Eurasian Economic Union certification (Евразий ский 동кономиチеский союз). After the establishment of the alliance, it will ensure the free flow of goods, services, capital, and labor within the three countries, and promote coordinated economic policies.

With Armenia's accession to the Union on January 2, 2015 and Kyrgyzstan's accession on August 12, 2015, the number of member states of the Eurasian Economic Union has increased to five.


Background of the formation of the Customs Union

The establishment of the Customs Union has formed a sub regional economic organization with a population of 170 million, a regional area of over 20 million square kilometers, accounting for about 15% of the world's land area, oil reserves of 90 billion barrels, a total GDP of 2 trillion US dollars, an industrial output value of 600 billion US dollars, an agricultural output value of 112 billion US dollars, wheat production accounting for 12% of the world's total production, and a retail commodity value of 900 billion US dollars. In order to facilitate trade flow among member states of the Customs Union, eliminate technical regulatory barriers caused by different certification types, and better implement technical specification certification, the new Customs Union technical specification certification officially came into effect on January 1, 2011 and began implementation on January 1, 2012. The implementation of the Customs Union Technical Specification Certification integrates the existing certification technical requirements of each member state, ensuring the implementation of unified technical regulations and evaluation models, product certification catalogs, certification certificate forms, as well as technical supervision and registration within each member state of the Customs Union.


Applicable product scope

CU-TR certification requires almost all consumer goods and industrial equipment to undergo mandatory certification. The safety regulations, EMC chemical and physical testing in most products such as electronic and electrical products, textiles, toys, food, industrial products, furniture, etc. are within the mandatory scope of EAC certification.

Products that are not within the scope need to apply for separate certification within the alliance, such as Gost-R, FAC, etc. The basic scope of certification includes electronic and electrical products and non electronic and electrical products.

Application Process

1. Fill out the Customs Union CU-TR certification application form, confirm the export product name, model, quantity, and product customs code.

2. The certification body determines the certification scheme based on the customs code and product information to confirm the product category.

3. Manufacturers submit Russian language product information and technical documents, test reports, and supply contracts with CIS countries according to the certification scheme of the certification body.

4. Certification body experts go to the production factory for product testing and quality system audit (if necessary)

5. The production factory modifies product information documents or quality system documents based on the opinions of institutional experts (such as initial audit failure).

6. The certification body prepares a draft certificate, and the applicant confirms that the draft is accurate and provides feedback to the organization.

7. Certificate issuance.

8. Paste the EAC certification mark on the product nameplate and provide a copy of the certificate for customs clearance.

Certification category

The Customs Union TR Technical Regulations Certificate includes two types: Customs Union Customs * * TR Certificate of Conformity and Customs Union Customs * * TR Declaration Declaration Declaration of Conformity:

1. Customs * * * TR certificate: issued by a certification body registered and certified by the Customs Union;

2. Customs Union Customs * * TR Declaration Conformity Declaration: A declaration of conformity for one's own products based on the participation of Customs Union certification bodies.

The issuing authority for the Customs Union TR certificate is the certification authority registered with the Customs Union.

Customs Union TR Certificate Certification Mark: The Customs Union TR certificate will implement a new certificate format and certification mark, marked as EAC mark. The Customs Union CUC mark is EAC:
